Subject: Whipping babies during diaper change

A friend of mind whips her 9mo daughter if she doesn't cooperate during diaper changes. She made a little whip by taping together about 6 leather shoe laces. And she uses it on her baby's bare vulva with her legs and labia spread apart! It looks like it stings a lot and the baby will scream, but other than that no permanent damage. But she spanks pretty hard and multiple times. Does anybody think this is OK, or do something similar to their diaper-age baby?
