Karla and Nora, the former because she's clearly struggling with both temptation from the habit as well as past events, the latter because she's somehow completed the path from 'experimenting' to 'devoted' at the most difficult time and place.

As to the 'side trek' it starts with a scene that I've taken from the rather dire film 'Happy Hour', (A link to the full movie is in the thread "Since I have no other way of contacting Bazzle", the scene takes place at 00:43:20 to 00:43:25 in the film.)

In the scene the stories protagonist is handed something to sign, it turns out to be a petition to add a beer keg to the office coffee room. They respond angrily to this and later the person with the petition is shown hiding themselves to avoid running into the protagonist again (This is supposed to be funny...)

But it struck me that it might make a good story opening. Someone responding angrily to a petition to add a cigarette machine to the Office Coffee Room, even if people still have to smoke outdoors, could be the start of a good drama.

As to backstory, it's set after the events of 'Gretchen Becomes The Queen of Big Tobacco' at a company that is going to benefit from the changes that Gretchen has made (a paper company?).

One of the office staff is a smoking evangelist of the '...smoking is wonderful and I want as many people to enjoy it as possible...' kind. Gretchen's coming has given her the push she needed to try again after many disappointments and at stories start she's succeeded to the point that one of her 'converts' has initiated the petition described earlier.

The person reacting angrily is someone disturbed by the changes around the office, especially the interpersonal dynamics caused by what's happening and sees this petition as a line to hold.

That's as far as my limited imagination can take it. Whether or not a minor character from the Gretchenverse can be worked into it I don't know, but it might make for an interesting 'one-off'.
