Two more updates to close out 2023, One that Got Away (Starfield) and one with actual smoking (The Sinking City).

Starfield
Cigarette packs can be seen littered around, but no one seems to actually smoke them. NPCs will sometimes do an idle animation that looks like it might have been intended for smoking, so perhaps smoking was originally intended but was cut at some point due to time constraints or rating concerns. With any luck, modders will take up the slack.

The Sinking City
This is a first-person, mystery Adventure game set in a Lovecraftian 1920s. As appropriate to the decade, several of the characters smoke, both male and female.
Note that there has been a dispute between the developer and the publisher, with the developer claiming that the publisher is selling an incomplete and unauthorized version on Steam.
