The Big Con

This is a heavily-90s-themed game about a teenage girl, Ali, who must commit pick-pocketing and various other crimes to raise money to save her mother’s video store (remember those?).

As expected from a 90s-themed game, smoking is present. Multiple characters can be seen casually smoking throughout the game world. There is also a side-quest to help a woman quit smoking, which awards an Achievement; the player encounters her at several points during the game, and can encourage her to quit (or not). Finally, when Ali returns home after the summer, she is surprised to discover that one of her female friends has started smoking while she was gone!

Yakuza: Like a Dragon

One party member, Saeko Mukouda, smokes several times in cutscenes. There is also a special attack that she and other female party members can use, Essence of Lighter Service, in which she offers a cigarette to an enemy and then roasts them with the lighter.

The Medium

In this game you play a medium, Marianne, who you control simultaneously in the real world and the spirit world. Marianne smokes in several cutscenes. Apparently real-world smoking does not exist in the spirit world... who knew?

Hitman 2

Various NPCs smoke throughout the game. There is also at least one mission with smoking as a focus. Trial lawyer Yuki Yamazaki accidentally drops her cigarettes off a cable car to an exclusive resort, and her ensuing nicotine cravings leave her vulnerable to a variety of assassination opportunities.
