I understand what yo uare saying, however, we had to follow rules. And one of the Ten Commandments I like has something to do with not stealing from another.

I understand that in a family or close knit clan you can "Borrow" for one another without first telling the proper owner that you are swiping it. I had this experience one time in PNG. I set my camera down on the hood of my car and walked a short distance away. Within minutes someone had picked up the camera and was walking away. My driver went up to the guy and it was immediately handed back to me. It was latter explained that his tribe lived in a socialist type of society where everyone owns everything and you are not really stealing. You are just using it. I understood and laughed about it and then went over an shook the guys hand. It made perfect sense to me that he did not mean to take something that was not his. He didn't know any better.

Now maybe you guys have hit on to a real fault with the PNG mood and culture. Perhaps the educated leaders of PNG do have these ancient culture traits. ANd they do not feel they are stealing. They do not understand the difference. They have just borrowed the money from the national coffers. Ok, now do what I did, go up to them and tell them to hand it over to you. You want to use it for a while........See what they tell you to do. (by the way, telling you to go to hell is a suggestion....not an order from a tribal chief. You don't have to do that.)
