I agree that what are needed are universities that teach special skills to intended trainers (if you're gonna work in PNG, you're gonna be a trainer) related to faciliting communities to learn critical analysis. It is that skill that is what determines whether or not a community can get away from thinking about cargo. This is a process of empowerment. I think you'd find few institutions that teach these things on a formal basis. Small NGOs in India particularly, but also some African countries, also the Philippines, are the world experts in it. There is a book published in Zimbabwe (2 volumes) called Training for Transformation, which outlines a program for teaching this process of community critical analysis. It's a process that all Peace Corps and other overseas volunteers, as well as any PNGean working in the community should know before they even sit foot in a community to "help them."
