I agree, it won't happen. Bougainville is definitely not Ok Tedi etc in terms of the people involved, and their level of education/understanding of the deeper issues. Bougainvilleans, including those living in the area of the mine, were highly educated and deep discussions were common prior to the Panguna closing. The empowerment level of Bougainvilleans is generally much higher than other mining areas. Maybe its in the best interests of the mining companies to keep the people ignorant!
