You guys are both right to a point. I have never heard the phrase "Bounced back" use in this way before. That is a great phrase, I must remember to use it. Now, so you will understand why the "Bounce back" is necessary let me try to explain. Let's say that PNG wants to learn how to grow better corn. The talk to someone in the US about it. The American says, "Yes. We have a new corn strain that will work great in your climate. The PNG official replies, "Great! How can we get it?" It is then explained to him that this seed is onl;y availible from the company who developed it and since they are free enterprise they will not just give it to you, but will cut you a break on the price. The PNG officials say, "Great, we like discounts, however, we can even afford it at discount prices." The American says, "Ok. Here's what we can do. we will lend you the money to buy from this company, however, there are some strings attached. First of all we also have to lend enough money for some Ag scientist to come there ans see that it is planted right. And then to show you how to care for it and get a good harvest."

Now, You may call this a "Bounce back", however the fact is this. There was only one place to make the purchase. From the country willing to lend you the money. They certainly aren't going to lend money to buy cheap stuff from somewhere else. ANd then, the second bounce back comes when they require someone from their country come to yours and makes sure you culture it correctly. So Yes, the Moneys managed to "Bounce back" to the US, however, you the people of PNG have now gotten great seed and learned how to grow better crops for your people. Did You get your moneys worth or did the lending company cheat you? If the project succeeds you got more than your moneys worth. If you just eat up the first crop, don't save seed for replanting and continuing the project on your own, then you cheated yourself.
