Subject: Re: PM must Melanesian Person
In reply to: 's message, "Re: QUESTION about being PM" on 07:05:38 02/11/00 Fri

When the posting is unclear respondents will make silly comments as is possibly the case here. I am myself am not sure if I understand the question. It seems you are making two propositions [1] that we import a unelected, non PNGian citizen or [2] elect a white citizen of PNG. The first proposition can be ruled out immediately. The first respondent’s comments pointed out the case of nationality and citizenship. But for purposes of discussion the proposition can also be interpreted to mean an importation of a non elected person as often done in the corporate sector. But PNG is a sovereign nation and cannot be treated as fledgling company that can be rescued by the strategy so outlined.

The second proposition is the only possibility and there are and have been many naturalized citizens who have been elected to political office, but how many could muster the desired numbers of votes to succeed as PMs? We’ve had two outstanding MPs [Barter and Neville] over the last ten years but they failed to be returned for a second term. They became the victims of the type of PNG politics which does not allow non Melanesians to assume the highest political office in PNG.

The crux of the political problems in PNG has do with the saying “em samtim belong mipela Nugini Papua”. I think it is quite proper for PNGians to think like this. If they didn’t, then, there wouldn’t be a state of PNG where its citizens would be free from European domination. What we would have is a state ruled by a settler white minority government as we have seen in Zimbabwe, South Africa and much of the Americas. Then on the other hand if we have strong Caucasian that can muster enough political support on the floor of parliment then perhaps there might be a change in the quality of governance, policies and there might be an improvement in our trade with other countries. This is a real possibility, like human beings every where we tend to want to be associated with our own kind. So perhaps the trade with Europe would increase beyong current threshold if we have a PM of German extraction, or a Pommy or Chinese or a Yankee.

But can he last several terms of parliment? Probably not, because PNG politics is to use a term, mischivous with the constant redrawing of the battlelines to unseat the PM. He/she would last a mere 18 months.

The approach so suggested is debateable and at the outset I propose that it might be a short term band aid solution to our problems, if indeed. There is a fallacy in our overall approach to governance in PNG. We are in a rush to be like someone else or some other countries. We see all problems to be redeemable within a lifespan. We have been independent for less then 30 years and we have more then several billions of years ahead of us in this planet. In time we will earn the ropes of running an efficient government. Those who will make this happen will be PNGians perhaps not of this generation or the next either, but there will come a time. Those of who are debating these issues are helping to lay the basis for a better PNG. We will not benefit from our efforts but our descendents will. Perhaps the real contribution is not to enjoy the fruits of our sweats but if we do it for our children. That to me is the real solution then if we were to rely on others for a quick fix solution to our problems.
