Subject: Bougainville, home brew & self reliance in solving problems

I've read a few stories on this forum about
how self reliant and capable Bougainvilleans
have become.

Yet in a recent National there is a story
about a serious break down in law and order
on Bougainville. This problem is blamed
largely on home brew.

We constantly hear and see the problem of
alcohol on PNG. Are we seeing now that
Bougainvilleans are no more or less
capable in dealing with this problem than
we are? That is a real test of resolve and
of true self reliance.

Would appreciate any comments from
Bougainvilleans who might know what's
going on with this problem.
