Subject: Head Tax & Tertiary Scholarship

In the WF one asks why the government restructured the NATSCHOL? I say the tune and time has changed. Thirty years ago 99% of the citizens were not participating in the cash economy. The NATSCHOL was established to support students with financial needs to particiapte in specialized training of technocrats and bureaucrats for a soon to be independent nation. The NATSCHOL is a policy, not a MAMA Law or an organic law and can be terminated once it has served its purpose. Thirty years has passed and if we have come to accept western style materialism and market economy then we would have established a strong rural economy to support our enduring quest for education. Should we continue in the shadows of our colonial benefactors, should we continue to play ignorance, and why should we have government continue to pay for what is now essential a private good? There is no economic justification for continuing the Natschol and the TESA is quite in order. When we embraced Western democracy we essentially agreed to be subjected to a competitive market economy. It means having to pay for all, or some of the cost of the goods and services. Even education costs money, and it cannot be paid for by more taxes while the 80 percent of the population sit back and wait for the government to provide their varied needs. How can the government pay if 80 percent of the population are not contributing to the national coffer. Perhaps if we can reinstitute the head tax then we call for review of user pay policies.
