Indeed. I did not realise all this was government property as you listed. From the standpoint of running waters and rivers, the insistence of landowners in charging those who travel down those waters is proof positive that they do not accept nor will they accept this constitutional mandate.

When people do not respect the Mama Lo itself, then the whole house of cards for "respect" starts tumbling down. You end up with the situation we face today in the country.
