Running water, protected species (such as birds of paradise) and minerals under the ground (the distance is uncertain, but it did not seem to include the alluvial gold at Mr Kare) all belong to the State.

Theoretically, your statements are true. In reality, the landowners in the end have the final say, even over supposed goverment property.

However, governemnt and multinationals have effectively been able to bribe the landowners with short term benefits enough that the government finally gets its own way every time with the minerals it owns.

The issue is complex as you say.
