Looks like everyone else was circumventing the legal PROCESS except Momis. The BPC membership, although populary elected is one, understandably to appease a somewhat volatile situation. All is not lost however. Some of the representatives in the BPC, that is if their jurisdictions somehow overlapse the previous Community governments boundaries of the last Provincial Government system can be quickly co-opted into the "transitional" Momis led administration, so that a functional political body can exercise its administrative responsibility. Understandly the elections under the new Bougainville designed electoral boundaries has complicated the representations under the Momis led government in the OLPGLLG. For one there are far too many political representatives and of course it is outside the PNG constitution.

As I have suggested that some BPC members, can co-opted into the "transitional" Momis led administration. This will allow the the continuation of the dialoguewith the PNG government for one political rearrangement. It will also allow Bougainville to re look at some of the structures since considered and fine tune them. One is the large representation at the BPC, hence the state level [as it will be in the future]. This is uneconomical for the needs of the different interests on Bougainville. The other matter discerns the functions of government. A whole scale transfer of state services could strain the economy of Bougainville. A gradual transfer would be useful or a complete restructuring of the pricing mechanisms must come into effect if Bougainville decides to get everything at once.

The final matter discerns the political process. It is gratifying to hear that the BRA is respecting the ruling of the PNG Supreme Court. Perhaps it shows maturity. A workable solution must be subjected to the process of negotiation. An autonomus state may be the next phase,but with it must be considered and accomodated that which are required by independent states. Finance is at the heart of the equation. It must indicated what can be reasonably achieved within the constraints of the new state economy and leave aside indispensibles.

Can the Momis led government meet these and many more not covered by this thread? I do not know! But an autonomous state is a far bigger problem than a provincial government. It will need a buraucracy that should probably be leaner but more than the currentb the complement of staff the Bougainville currently maintains.
