The people need services. Services only come with money. Money only comes if there is a government system in place that is authorised by the Constitution to recieve and disburse government funding. Hence the Supreme Court ruling.

The BPC accept that becuase they know that that is the only way that the Bougainville people will get government services. If you think that the government would just give money to the BPC, which doesn't have systems in place for governing Bougainville or implementing government services, you ought to think again.
