If you are going to quote, do not leave out the important part. The various countries in Europe still have their own languages and customs. There has been a convergence of their economic and technical spheres but a Frenchman is a Frenchman and not a European. Remember there is no such thing as PNG. PNG is an invention of Europeans and the United Nations. The current system is the one which is failing because it was picked up out of England and dropped into the South Pacific. It has no provision for local differences. As for the United States, their form of government was new and different. No KING!?? Whoever heard of such a thing in Europe. They may have a few ideas to offer PNG but if PNG is to be anything other than an economic slave to the industrial nations then it has to be something different from what they are and it has to do it on the basis of the things people can identify with. If you can suddenly make everyone shift their identity from that of their home to being a citizen of PNG, if you can get everyone to forget their heritage and be something they can't see, maybe then you can make a European governing system work in PNG. But if you can't do that then you are going to have to find a way to acknowledge the things which make people unique. Or you have to wipe them all out.
