I don't have sympathy for weed smokers. With certain municipal governments banning smoking from all areas of parks outside, why do weed smokers think they should get any special privileges, that these municipalities must designate an outdoor pot smoking area somewhere in town? And when certain states legalized pot, there was a provision in that state law that they only could smoke if a property owner wanted to allow pot smoking. Hence certain hotels saying '420 friendly'.

I'm pretty sure the state bills legalizing weed smoking for Colorado and Illinois, technically say that pot use outside can only be done if a property owner wants to permit it. And of course, there were some communities(mainly smaller towns in rural areas) that opted out of allowing any pot dispensaries.
