...and to follow up on what Stuart posted, I'd start by checking the solder joints around the "scorched" components, as well as the solder joints on the horizontal deflection circuitry, which is much more likely to crack than the vertical. The four-wire in-line plug that comes off the CRT yoke is the deflection circuitry. I'd check that plug for excessive resistance (too high and the Mac will enter a safety mode to keep the board from killing itself) and cold solder joints where it connects with the board on the back side.
