Initially I had improperly installed my 3.3v regulator. The point of confusion happened when I'd measure voltage with the 6500 board installed without realizing the board itself was generating the results.

My problem is I had read a schematic literally, and misidentified the pins on my LT1585 regulator as

left pin 5V input
center pin ground
right pin 3.3V output

when the real configuration was actually

left pin ground
center pin 3.3V output
right pin 5V input

After correcting this rediculous blunder all my 630-esque boards worked fine in my PCC (6500, 5400, 630)
