Singapore only has a population of 6 million, but it's still kind of amazing to see a Department of Education making nationwide rules not just recommending canings, but specifying the number of cane whacks to give.

In the USA even in the states where school corporal punishment is legal, the states or districts usually only specify a maximum number of swats, and it's up to the school to decide everything else.
