 It's never really a good idea to ask for parenting advice on a forum like this. I would definitely have a good talk with her followed by a grounding. You can give her the option of a spanking instead of grounding and let her knew this is what will happen with any future problems.

The nineteen old, It's time to tell him, "You can live here as long as you want, but if you live in my house it's under my rules." At nineteen he is much too old to spank, or really even to ground. It's time to let him know he's legally an adult and needs to grow up and act like it or start making other living arrangements.
