 Just a random thought:
For young boys, masturbation and ejaculation is almost always a VERY private activity, to the extent that they not only want no one to see it happen; they usually don’t even want anyone to know that they do it.
Could it be that those moms and dads who “don’t mind” that their boys ejaculate during a spanking find some satisfaction in that aspect of CONTROL? That is, it may not be sexual at all for the parent but, rather, they see the act of forcing or causing their boy to have his orgasm to be an act of authority on their part and submission on his part.
