Your sister seems to have a good solution to keep her 13 year old from making a mess on her lap.

Of course, if she doesn't already, she should make sure that he is erect before taping his penis to his stomach or it will break loose from his stomach as he is erecting.

Masking tape is not nearly strong enough to hold it taped to his stomach if his penis is taped there in place when it is flaccid then erect as he is being spanked.
That blood entering his penis will have a lot of force behind it, enough so that his penis will bust that tape loose as his penis erects.
