My guess would only be the contract is tougher to negotiate to get any deal on event space. Cost of rooms is high too so likely have to commit to more to bring the price per night down. The hotel is then counting on you eating there and spending more $. To be fair I guess even once a block fills they can’t just cancel the policy as some of the people that got in the block likely would have chosen to stay off site for less. Maybe look at higher entry fees is the solution. Even presenting the math of it would be good to see ie tell me what the price would be with no block at all
