It really isn't, as far as I'm aware. I was born in the 90's. Everyone I grew up with got spanked. The sentiment that every now and again a child needs a spanking has maybe dropped a few percentage points, as those who weren't spanked tend not to spank and some who were spanked don't, but it's still probably a majority.

There's been a fair amount of longitudinal studies on the effects of corporal punishment and most I've looked at paint a picture that the consequences aren't worth short term obedience. Invariably, some claim they turned out alright. I'm just positing why it might be slightly less common.
