From what I read about that was the curtain call spanking scene was added at the end because the test screenings were so badly received. The whole concept of such and evil child going "unpunished" didn't sit well with the audiences of the time. The original curtain call introduced the actors and had them all in the room together. But after the negative reception the director decided to reshoot with the spanking scene. Audiences were more receptive of it.

I don't know how factual that is. But at that time spanking was much more common. There was even a Shirley Temple film "Wee Willie Winkle" where Shirley got an over the knee spanking from one of the characters. It was her Mother's idea to do the spanking scene. The actress playing the adult didn't really want to do the scene because she was afraid she would be criticized by the public because of Shirley's popularity. The director and Shirley herself insisted that she do it and the spanking happened. While It was in the theaters, the VHS version, and on TV (which is where I saw it as a kid) when it finally came to DVD the spanking scene was removed from the movie.
