I spoke to someone once who mentioned that her mother, for at least one spanking, quite deliberately pulled down her pants, then her panties, she felt as a way of emphasizing the process a bit.

Certainly, my own fascination with bare bottom spanking coincides with the idea that it is deliberate, calculated punishment, and particularly that it is a way to make a spanking a kind of "ultimate spanking."
