It was not a thing where I lived. If any parents did that, and my parents found out about it, we would not have been allowed to go to their house. Unless the child was like 5 or less years of age, public nudity was not accepted in society. Exposing an older kid or teenager like that would have caused quite a scandal.

Around the house amongst family, nudity was natural for us kids, but the key word there is natural. Taking a bath or shower, or getting dressed was okay, but not in a special situation where nudity would be used to cause humiliation. While we did get spanked bare, or even naked in some circumstances, it was not in plain sight for others to watch. And we did not get cornertime. I never saw anyone in "time-out" except at very young ages.
