Just because you didn't see it does not mean it didn't happen. It also depends in which era and areas we are talking about.
As I said the ones I saw and knew of were 10 or 11 years old, certainly not teenagers as some have claimed. This was in the 60s and 70s when life was very different from today when spankings and such punishments were more widely acceptable.

For example where I grew up I never heard of boys being made to swim nude in public schools as normal in some areas and was also normal at the YMCA. But it did happen and it was no secret. It may sound unbelievable and would not be allowed today but it is well documented.
