I received three spankings at school, two in elementary grades (grade 2 and grade 5) and one in junior high school (grade 7). The elementary spankings were over pants, one with a small strap and the other with a ruler. The junior high school spanking waon my bare bottom by hand.
In answer to your questions, I don’t know what kind of rules were in place for administering spankings in my schools but from my own personal experience none of them were nearly as severe as the ones I received at home. Whether that was because the staff were worried about bruises or whether it was the main object of the spanking to embarrass rather than cause pain, I can’t say but is suspect it was more of the latter.
