Where I grew up all spankings were given with the spankee nude. You had to strip yourself when told to, or you would receive a second spanking after corner time for resisting and disobedience. Spankings were given in front of whomever happened to be around. I saw all of my friends and their siblings nude and spanked at one time or another, usually many times, and they saw me the same. The nudity became no big deal. All us kids swam naked down at the swimming hole in the creek anyway, so it was no big deal.

On another note, I agree completely with Wizzardofozz about spanking. It is the best way to punish a child. Grounding or loss of privileges is long and drawn out, and requires the parents to become jailers, which amounts to their being punished too. Spanking should not be just a few swats and stopped when the spankee begins to cry. To be truly memorable they should continue past any resistance, past any pleading, to the point where the recipient is lost in the burning pain in their backside, a gasping mess, gagging on their snot and tears, and thoroughly worn out. Spanking like that will be remembered, and serve as a deterrent to future misbehavior. I know whereof I speak having been on the receiving end of many a spanking growing up, and raising 4 sons of my own with a lot of love and plenty of spankings.
