No doubt many spankings, especially by non-biological parents, like other carers were sexualised.
In my case although Stepmom's spankings were quickly over with and definitely not sexualised it was not so with my stepsister. Although she spanked mostly by hand and were mild compared to step mom's hairbrush she always took her time with extended nudity and would also rub my butt between swats. No doubt she was enjoying it, not for the spanking itself but her opportunity to see my naked body and to touch and feel my bare butt.
I am also sure that she could feel my private parts rubbing against her bare thigh while she was smacking me.
