My dad was the primary spanker, and I got it well into my teens. We never really discussed modesty or anything but it was always my job to pull down my pants and underwear usually halfway down my thigh (he was an expert at finding the top of the thighs with the belt). I don't think I ever remember him pulling them down.

I think maybe my grandma pulled my pants down or raised my skirt and pulled down my underwear a few times. I know the last time she spanked me I was told to shower first to wash off some inappropriate sharpie tattoos and told to put on a shirt but not to bother with pants.
