Hi Glen - I think this is somewhat common amongst quasi maternal figures like step-mothers, mothers-in-law, and caregivers. Once the barrier of nudity has been crossed they reckon since they have seen it before they can see it again. You didn't indicate anything of a sexual nature in your post so ruling that out, it seems maternal which if you had been growing up without a mother (you didn't say) the experience probably grew quite comforting. Of course she thought it was fine to see you naked whenever she thought necessary, as you were only 10 and she was your 'step-mother' and had already seen you naked. So if she thought it was necessary to see you naked then it must have been necessary, if only to make sure that you were developing as you should be developing. If she didn't see you naked from time to time, as she thought necessary, then how would she know if your testis had dropped or not and you might need medical intervention? .
