The city where I lived in India is on the banks of the Yamuna river, of course in the city the river is not suitable for swimming. However there was a place where we sometimes went for a picnic and it was possible to swim, and my mom made me undress when we got there and only get dressed again when we were ready to go home. This was around 11-13 years old.

I did often with small group of kids weather permitting.

Actually at one time boys were encouraged to do so and girls stopped much earlier. Boys had a lot more freedom than today.
