They want it all buttoned up, neat and tidy. They want to be able to point to some legislation and say to the church members, "see, you approved it, it is official". They don't want anyone to be able to question it. They want to be able to use the iron fist to sweep away any opposition. They want to look good in the eyes of the world.

And on Judgment Day God will be able to pull their legislation out and read it to them. And they will be convicted.
