Well, this explanation makes sense. I always thought the main reason they didn't turn on light switches was that it might be a waste of valuable time. In my living room, for instance, the switch that most people would assume turns on the light (the one right by the front door) actually activates a fan. There is no overhead lighting in my living room, just a couple of lamps.
If Tooms was trying to eat me, I wouldn't want Mulder and Scully fumbling around, looking for light switches in my living room. I would just want them to come charging in with their big flashlights on and their guns drawn! (Then, after they saved me, I'd want them to kiss.)
Is CSI good? I've heard it's something of a surprise hit for whatever network it's on. (Is it NBC or CBS?) I actually read one TV reviewer who compared it to the way "The X-Files" began. I know "XF" was on Friday nights for it's first couple of seasons and apparently, during Season One, there was another drama in front of it that was *SUPPOSED* to be Fox's big Friday night hit. (Much as "The Fugitive", which is CSI's lead-in, was supposed to be this year's Friday night smash.) Everybody was surprised when "XF" ranked higher than it's lead-in, just as they are surprised now that CSI is doing better than "The Fugitive".
