They don't count the internet following the same way they count the general population.
According to the latest statistics, 45% of the population have computers and of that, only 30% are hooked to the internet.
They have only recently started to count WEBTV users so you can add another 5%.

AT its peak The X-Files avaeraged 18-20 Million viewers during Season 5.
The previous forum administrator, named Reaper (if you don't believe me ask Detoured...she was at the old forum) once posted that The X-Files site averaged 300,000 hits a day and the old bulletin board 33,000 hits a day, but only a small small fraction of those who viewed the forum ever posted.
I think on average, there were probably about 100 hardcore regulars and 50 semi-regulars, and probably a good amount who may have lurked on a regular basis.

Thats why networks take snail mail more seriously than e-mail when it comes to protesting a show's demise.
FREAKS & GEEKS got a second chance because NBC recieved
70,000 pieces of mail.
It still eventually got cancelled. Also,
Most online polls are not considered legitimate sources because they know fans flood them when their favorite show is listed.

Shippers may be the majority on the internet and maybe there are quite a bit in the general population but no offense, the other fans count as well and you shouldn't rule them out when it comes to the show.
I know for a fact, there has been a big backlash recently.
You can see that by looking at the ratings.

As for how I know this...I work in the entertainment/computer division.

Oh and they don't even count newsgroups at all.
