First let me emphasize, I don't work at FOX.From what I heard.....I'm glad I don't. I work at a competing network. I wish I could say where but its best for the most part that I don't.
One thing I've learned that despite competing with all the networks, we're all connected to the point where we hear things.
Theres someone in my department whose sister works at FOX so we get occasional tidbits.

What I heard first that those who have worked at 1013 and have since left, have had extremely unpleasant experiences
there.
I heard that scripts sometimes aren't even completed until the day of shooting.
I heard the film's script wasn't even half completed when they started shooting.

As for female writers, Gillian Anderson should consider herself fortunate.
The sexism at 1013 is rampant, which is why way less than 10% have been written by women and there have been some successful female writers who have wanted to write an episode for the show.

Theres so much more I can tell you, but I've probably offended the board so I'll leave it at that.

Now to reply to your insightful post.

CC is only a shipper because he uses the elements because the majority of the shipper viewers are so enamoured they fail to see the dimished quality of the episode.
He manipulates that audience because he (as well the other writers) know he could throw in those moments so that people
can't see the shoddy writing elements in the story.

Now I have NEVER been against those elements when they weren't used to save the episode.

Remember in the early seasons, how the banter was **SEAMLESSLY** woven into the episodes that it didn't affect the story?

Now they just throw them in because they know fans like them.

I tell you this...I know for a fact that they progam Sunday's programming because they see the weakness of the show and part of the gossip does play a tiny part.
