I think I can answer one of your questions, who raised Jeffrey. In one episode I saw, Mr. Mulder and CSM were young, and they both were in the miltary. I don't recall which branch, but they were talking in the barecks (sp) Mr. Mulder showed a picture of his son and said that JFK was his first words. So with that info, they could have easily raised Jeffrey and Sam at a Miltary camp. I this my opinion I could be wrong, that is just how I saw it. Hope I helped.
