I hadn't really thought of that but you're right, The CSM had no clue and that's so great! He was just as in the dark about Sam as Mulder and it was drving him crazy. So much so that he created this fantasy that Sam was *his* daughter. Now I don't think she is. I think that's all in his mind so he could deal with the failure of losing her. And things like the Sam clone in Redux was all just him stringing Mulder along because he needed him as a pawn to serve his needs with the consortium.

And I think the reason he wanted to tell Scully that Sam was dead was so that she and Mulder wouldn't persue this and finds out CSM and he syndicate had screwed up and lost Sam. OR is there another reason the CSM visited Scully? Cassandra Spender said Sam was 'up there' among the aliens. A plot change or are we to assume that CSM just lied to her too? She may have only been told Sam was up there.

The woman who plays Mrs. Mulder says soemthing about the CSM's delusional beliefs about this but I didn't want to read the article until after I saw this.
