The only answer I can come up with is that Mulder didn't speak Russian so he let Krycek come along. I really don't think that Mulder thought/realized that Krycek had contacts all over the world but I would have thought that Russia and Tunguska would have raised a few red flags to warn Mulder.

Do you think he was just so bent on finding and exposing the crooks that he just didn't think too far ahead?
