Scully's first season of XF was also supposed to be her first year as an "active duty" F.B.I. agent. She was supposed to have been out of the F.B.I. Academy for only two years and to have spent those years as an instructor at Quantico.
So, it made a certain amount of sense for her to be a little "clueless" when it came to dealing with bad guys. Up until that point in her life all she had ever done was, basically, either be a student or a teacher. Dogsbreath is supposed to be a Marine Corps veteran, a former New York City Cop and to have been with the bureau as an investigative agent. . .you'd think he'd know better!
