Actually, you could very legitimately make the argument that CSM is the hero of the show. Think of it this way - he's doing his best to save as much of humanity as possible, using any means possible and these pesky FBI agents keep trying to destroy his work by making it public. Where would we be today if Edward R. Murrow blew the gaff about the Normandy landings or if someone had spilled atomic secrets - oh, wait a minute, they did that last one.

I'm just being the Devil's advocate, so to speak! :)

William B. Davis totally rocks and his deft and marvelous interpretation of CSM has turned what could have been a cardboard antogonist into a flesh & blood character with depth and great interest.
