There were actually two different characters described as "Mulder's former boss" in the early seasons of XF. Both were middle-aged men, but one was black and one was white. The black guy was named Reggie something or other and I think the white guy's name was Patterson.
One died and one went insane, which would seem to indicate that Skinner might have been a bit nervous when he was asked to start supervising Mulder, as "Mulder's boss" seems a dangerous title for a middle-aged man to have!
