Stargate questions

Okay, keep in mind that I'm about five seasons behind the rest of the world when it comes to "Stargate" because we're watching it a season at a time on DVD. We're currenty on season four.
However, I have a couple of questions and observations:
1.) Why does everybody -- including Jack himself -- act like Jack is a moron who can't understand basic scientific concepts?? I'm pretty sure you do NOT rise to the rank of a colonel in the United States Air Force by being dumb!! I saw the original movie and I get the concept that Jack is a "man of action" as opposed to Daniel who is a "man of science" but. . .c'mon!! In order to be a commissioned officer, he'd have to have a college degree and it most likely would have been in something like physics or chemistry; although I suppose it could have been in something like history or political science. They act like he's only a high school dropout or something!
2.) I love how everytime they enter some sort of time warp or alternative universe, Jack and Samantha are *always* romantically involved!
