I REALLY hope Gibbs comes back to NCIS full-time. Tony is actually capable of doing a great job running the team, but I like Tony more as a wisecracking, overgrown frat boy who only becomes serious on rare occasions than as the all-business "boss".
I've read eight gazillion interviews in which Mark Harmon talks about how much he *loves* working on "NCIS" so I doubt he's out of the show for good. My guess is that early next season, somebody from the team (most likely his beloved Abby) will be kidnapped and Gibbs wil return to help them.
