Hi Tim,

Can the proposed bill prevent the transshipment of fins (to Hawaii) from foreign vessels operating outside the EEZ of Hawaii? Will the bill only prevent US vessels from finning in US waters? Again, the transshipment of fins from larger foreign vessels to smaller vessels(to make the trip to offload in Hawaii from outside the 200 mile EEZ surrounding Hawaii) would still be an issue that has to be dealt with even if actual finning is banned in US waters?
