I couldn't find it in a quick search, but didn't every single Democrat except a single one support the Bush policy in Afghanistan? That hardly seems like a party constitutionally unable to side with Bush, does it? In fact, I suspect that a comprehensive look would reveal the Democrats to be more likely to back Bush policies than Republicans were to back Clinton ones. We could take a particularly sample year from each and check voting tallies, if we want to test that theory.
