I dunno, for TFs of the day, he was pretty well articulated, with movement in his arms and legs. Look at Powermaster Prime, who came some time later. His arms were the only thing that could move in combined mode(unless doing splits counts), and only his elbows worked on his arms when not combined, so he couldn't even aim his oversized guns properly(at least the original Optimus gun works). And the legs were somewhat articulated, but due to how it connected to the trailer in truck mode, you couldn't move one without the other.

As for the USS Flag, it was actually big enough to almost work as an Autobot base :) A friend and I used Eternia from MOTU as Autobot City when we'd get together, and another friend and I used the volcano from MASK to be the old Autobot HQ when we got together.

Ah, good times... now, my TFs are homeless... sigh...
